Quality is very good, with smooth surface. It's secured with small screw, tightened with very small hex key (not provided). It's not really 45 degree, which your scope should be mounted with at least medium profile mount.

This mount is ideal if you are running a magnified optic on your rifle and want/need to mount a red dot at a 45 degree angle. It also works very well if you have an AR-type rifle with a monolithic top rail and you want to run a flashlight like an Inforce WML at your 1 or 11 o'clock. Made of metal, I believe it's aluminum due to it's light weight.
